In December 1991, both Trumbull and Mahoning Counties authorized the creation of the Western Reserve Port Authority. On January 1, 1992, the Port Authority assumed operations of the Youngstown-Warren Regional Airport from the city of Youngstown.

The Youngstown-Warren Regional Airport has two runways for public use and one assault strip used only by the U.S. Military.

The runways at Youngstown-Warren Regional Airport have a full complement of newly resurfaced taxiways with edge lights and centerline markings. The taxiways were just resurfaced in 1999 & 2000. New taxiways were added to accommodate a new and expanded airline terminal and air cargo aircraft concrete parking aprons. Aircraft taxi times are minimal and free of delays.
The entire Airfield electrical distribution system including fixtures, cables, conduit, electrical vault and control tower panels were replaced with all new components in 1999 and 2000. The new electrical vault is designed to accommodate easy expansion including future Category II lighting systems.
The Youngstown-Warren Regional Airport has a full-service FBO on site. Services provided include aircraft refueling, aircraft maintenance and repair, ground handling for airlines and air cargo.

The Youngstown-Warren Regional Airport is proud to be home of Youngstown Air Reserve Station, the 910th Airlift Wing. This station has twelve Lockheed C-130 H aircraft on base. There are a number of other tenant units including:
Navy/Marine Reserve Center
304th Civil Air Patrol Squadron
Defense Contract Administration Sevice
Army Corps of Engineers
The total base employment including tenant personnel varies between 1,500-2,000 personnel.

The Youngstown-Warren Regional Airport has on-site, 24-hour daily Aircraft Rescue and Firefighting (A. R. F. F.) coverage. This is provided full time under a cooperative agreement with the Air Force Reserve Base. Service is available to all aircraft operating at the airport.
The on-site A. R. F. F. coverage is capable of accommodating up to any Index D aircraft on a per-use basis or scheduled operations. Index E coverage can be provided for any scheduled service but will require an arrangement with the Western Reserve Port Authority prior to initiating scheduled service.
